I'd guess we've given you as much info as we can.  I think know you've
only got a couple of choices:
   1.  Pay for a chemical analysis and then try to make sense of the
       results.
or 
   2.  Try using the developer with the dilutions and times as suggested
       for either the Kodak HC-110 or the Ilfotec developers.
(A third option would be to junk it and get a bottle of something you
know.  That would probably be cheaper in the long run.)
I don't know if this helps, but I think the older HC-110 bottle was a
translucent white with a black cap.  The newer bottles seem to be made of
an opaque grey plastic with a black cap.  Sounds like a good guess would
be Ilfotec ... ?
