Bob,
Peter Fredrick showed a frame at APIS 97 which seemed well thought out and
built.  Instead of a vacuum, he pressurized a chamber under the paper
which applied pressure to squeeze the paper & negative into contact with
the frame's glass.  Simple and effective.
