You *can* develop it in standard chemistry.  Regular (i.e. Bostick & 
Sullivan) ammonium citrate works fine.  I have also used strait 
potassium oxalate with this paper in order to lower it's inherent 
contrast a bit.
I agree that if it works for someone, then use it!  One certainly
has much more control and options with hand-coating, but to imply
that Palladio is inferior simply because it is machine made is
silly.  Tell that to Frederick Evans!
